Yes. EU citizens have been able to buy property in Poland without a permit since the transitional periods ended (2016). The purchase is completed before a Polish notary; you are then entered in the Polish land register.
“Warunki Zabudowy” (WZ) is an individual building-rights certificate for plots without a development plan. A valid WZ decision is in place for “Soldin – Lakeside View”, permitting detached single houses and semi-detached houses.
Electricity runs along the road. For the water connection, a municipality-approved connection project is in place — the cost is included in the purchase price. The plots are accessible year-round via a surfaced track.
Electricity: the network operator is ENEA. The connection fee depends on the capacity ordered (15–20 kW) and the cable length. A realistic total including the project, meter pillar and groundwork: approx. €1,200–3,500.
Water: the project is included in the purchase price. Allow approx. €45–80/m (groundwork, laying) plus the tapping (approx. €230–350).
Wastewater: as there is no central sewer, a soakaway or small treatment plant is needed — allow approx. €1,500–3,000.
